Hope it helps. You have to beat Radahn. The clown character you interact with to initiate the Radahn fight will be blocking the lift to the beach. Once you beat Radahn and exhaust the clown’s dialogue, then the festival ends and you can teleport back in with enemies. You have to go around the castle Instead of teleport.

Additionally, you may need to speak with Blaidd. After that, you should be able to rest at a Grace and reset the castle with all the mobs and doors unlocked, and a mini boss encounter.Pretty much at the deepest end of the Castle there should be NPCs. #2.
